Concierge medicine is primary care with a yearly membership fee for longer visits and easier access, usually on top of insurance billing.

What Georgia law says
Georgia's Direct Primary Care Act (SB 18, signed April 25 2019, codified at O.C.G.A. 33-7-2.1) treats DPC agreements as something other than insurance [2]. DPC Frontier lists Georgia among 32 states with such a law [6]. That makes the monthly, no-insurance model easier to run in the state. Concierge practices that bill insurance work under the ordinary rules.
Since Jan 1 2026, federal rules let HSA funds pay direct primary care fees of up to $150 a month for one person, but not for arrangements that also bill insurance [7].
Who signs up
Atlanta's median household income is $85,652 and 12.3% of residents are 65 or older [3]. A $3,000 concierge fee is about 3.5% of that median income. The AAFP notes concierge practices typically serve higher-income patients, while DPC tends to reach a wider range [5].
Medicare and the membership fee
Medicare does not reimburse concierge fees, and a doctor who accepts assignment may not use the fee to charge for Medicare-covered services [8]. Details on concierge medicine and Medicare.
Choosing a practice
- Ask for the fee in writing, the billing schedule and the refund rule. PartnerMD, for example, requires 30 days' notice to cancel with a prorated refund [1].
- Confirm the doctor's license with the Georgia Composite Medical Board [9].
- Ask which tests are included each year and which go to insurance.
- Compare against direct primary care and concierge vs DPC.
